一、为统一对进出口船舶船员旅客的行李的检查工作,以保证航行安全,维护国境治安,查禁走私,防止疫病传染,特制定本通则。二、下列机关得按其主管之业务范围对进出口船舶船员旅客行李施行检(一)港务局(未设港务局的港口为航务主管机关):负责检查船舶文书、船员证书、航海日志、船舶设备及有关船舶航行安全等事项。(二)海关:负责检查旅客、船员所带行李及物品与搜查船舶等有关查禁私运事项。但对于有走私嫌疑的船员及旅客,得施行个别检查。
First, in order to unify the examination of the baggage of importers and exporters of crew members in order to ensure the safety of navigation, maintain the law and order at the border, suppress smuggling and prevent the spread of epidemics, this General Rules have been formulated. (2) The following agencies may conduct inspections on the passenger baggage of import, export and import of crew members according to the scope of business of their competent authorities. However, individual inspectors and passengers suspected of smuggling may be subject to individual inspections.
