科学立法,针对问题立法、立法解决问题Legislate with Science,Legislate Against Problems,Legislate to Solve Problems法律是治国之重器,良法是善治之前提。党的十八届四中全会明确提出,建设中国特色社会主义法治体系,必须坚持立法先行,发挥立法的引领和推动作用,抓住提高立法质量这个关键。2014年,重庆市人大着力提高法规立项质量,力求立法决策与改革决策相衔接。一年里,重庆市人大已颁发或废止或审查批准的地方性法规共13件;《重庆市志愿服务条例》、《重庆市公路管理条例》、《重庆市教育督导条例》等6件
Legislation, Legislative Legislation, Legislation to Solve the Problems Legislation with Science, Legislate Against Problems, Legislate to Solve Problems Law is the key to governing the country. Good laws are the prerequisite for good governance. The Fourth Plenary Session of the 18th Central Committee of the Party made it clear that in building a socialist legal system with Chinese characteristics, we must uphold legislation first, give play to the leading and promoting role of legislation and seize the key to improving the quality of legislation. In 2014, Chongqing Municipal People’s Congress made great efforts to improve the quality of laws and regulations, and sought to make the legislative decision-making linked with the reform and decision-making. In the year, a total of 13 local laws and regulations were promulgated or repealed or reviewed and approved by Chongqing Municipal People’s Congress; 6 such as Chongqing Volunteer Service Regulations, Chongqing Highway Administration Regulations and Chongqing Education Supervision Ordinance
