一九四零年,日本政府为了保证战时统制秩序的实行,在城市中实行类似中国居委会制度的町内会制度,将城市居民全部编入町内会进行管理,同是明确规定町内会是政府的基层行政辅助机构,一九四二年更是进一步接受了右翼军国主义组织大政翼赞会的直接指导,所以战时的町内会是战时日本行政体系的重要环节。战后盟军对日本开展民主改革的重要一环就是地方行政民主化,作为地方行政制度基层的町内会制度自然也成了改革的重要对象。
