财政部科研所副研究员王志刚近日在《红旗文摘》上著文:政府在收入分配结构调整中应该做好以下工作,一是成立高层收入分配改革机构。当前,我国收入分配领域面临的问题和挑战更为严峻,更加需要一个高层次机构来进行顶层设计,并组织协调推进收入分配领域的改革。二是政府制定合理的制度以保证起点公平或机会平等。政府要尽量减少不必要的管制,推进垄断行业进一步向民间资本开放,减少寻租空间所导致的灰色收入;还要下大力气改善落后地区的基础设施和人力资本现状。三
