本文介绍了欧盟援助提升区域性及少数民族语言地位的行动背景、欧盟的主要角色、经费预算、欧盟援助的成效以及存在的困难。分析认为,区域性及少数民族语言的推广需要欧洲层面、成员国层面、区域层面和地方层面的努力。目前由于欧盟在此议题上权限的局限性,对区域性及少数民族语言的推广力度不足,但欧盟的行动把不同的语言社团凝聚在一起,促进了保护区域性及少数民族语言方面信息和专家技术的交流。
This article describes the background of EU action to enhance regional and minority language status, the EU’s main role, budget, the effectiveness of EU aid and existing difficulties. According to the analysis, promotion of regional and minority languages requires efforts at the European level, member level, regional level and local level.
