2003年6月24日下午,福州市在市政府综合楼4层会议室举行企业退休人员社会化管理服务工作责任状签订仪式。市政府张小健副秘书长传达了中共中央办公厅《关于积极推进企业退休人员社会化管理服务工作的意见》。黄序和副市长代表市政府与五区八县(市)的13位区、县(市)政府代表签订了《福州市企业退休人员社会化管理服务责任书》,明确福州市五区八县(市)各级政府在企业退休人员社会化管理服务工作中应承担的工作责任,标志着福州市企业退休人员社会化管理服务工作正式纳入各级政府工作日程,成为各级政府的重要工作之一。
