从学理的角度来讲,突发事件指的多是那些受到某种必然因素影响而发生的损失、伤害,而且必须马上进行处理的事件和活动。按照通行的国际惯例,我国把突发事件划分为自然灾害、公共卫生、事故灾难、社会安全几个大的类型。同时,为了便于区分事件性质、破坏程度、可控范围,上述突发事件又被定义为Ⅰ级红色(特别重大)、Ⅱ级橙色(重大)、Ⅲ级黄色(较大)和Ⅳ级蓝色(一般)几个基本级别。与突发事件相关联,对于政府而言,就是要制定完善的应急管理机制予以应对,
From a theoretical point of view, emergencies refer to those events and activities that are damaged, harmed and affected by some necessary factor and must be dealt with immediately. According to the prevailing international practice, our country divides emergencies into several major types, such as natural disasters, public health, accident and disaster, and social security.
