一、档案管理工作要以人为本 首先,“以人为本”成为档案馆建设的共同宗旨,世界各国都在努力使档案馆真正成为社会公众最喜爱的文化设施。一切社会活动都是人的所作所为,一切社会需求实质上都是人的需求。“以人为本”反映了现代社会档案利用主体的变化和档案工作服务对象扩展的必然性,是政治民主、社会进步的重要表现。从目前世界上一些发达国家档案馆的实际做法看,大致是通过“人的不同需要”和“不同人的需要”两个路径来思考和满足人的需要。满足人的不同需要。来档案馆利用档案的人,不论其肤色、性别、职业、爱好有何种差别,大概都有3方面的要求:获取档案信息的要求,环境舒适和工作方便的要求,受尊重的要求。档案馆根据人对档
