水库淹没损失问题是确定工程设计方案的一项重要比选内容，水库淹没处理补偿投资是工程总投资的组成部分。合理地确定移民补偿投资，关系到库区移民的生产、生活与国民经济的恢复和发展。通过相距不远的７ 座水库的资料和淹没实物指标比较分析，弄清了各水库之间的淹没特点。对农村移民补偿投资的比较分析可知，在同一价格水平年内，人均补偿投资的差异是由多种因素组成；专业项目的补偿投资不能按淹没线下居住人口的多少来平均。水库淹没处理补偿投资概算是一项政策性强、情况复杂的技术工作，不能单纯地以淹没处理补偿总投资除以淹没人口来评价人均投资的高低
The problem of reservoir inundation loss is an important comparison to determine the project design scheme. The reservoir submergence treatment compensation investment is an integral part of the total project investment. Reasonably determine the resettlement compensation investment, related to the reservoir area immigrants production, living and national economy recovery and development. By comparing the data of 7 reservoirs and submerged physical indicators not far from each other, the characteristics of inundation among different reservoirs were clarified. The investment estimate of reservoir submergence compensation compensation is a highly technical project with complicated conditions. We can not simply estimate the level of per capita investment by inundating the total compensation for investment by dividing it by the submerged population
