十八大后的第一次全国财政工作会议在京召开,对2013年全国财政工作进行了谋划部署。虽然在历年财政工作会议精神中,“坚持增收节支、统筹兼顾”、“优化财政支出结构”、“着力保障和改善民生”等每年必有,但在国际国内环境和经济形势的变换下,每一次会议精神中强调重点、措辞细节也传递出财政经济政策的变化。本刊整理出五年来历次财政工作会议的差异化要点,以期见微知著、从相关政策的延续性和变化性中感受五年来财政发展改革的重点与进程。年度以会议召开时间为准。
