为应对加入 WTO 后的挑战,今年初科技部提出实施人才、专利、技术标准三大战略,目前,各项有利于人才创新、专利产生、技术标准制定的措施已经出台,并取得初步成效。在难得的历史机遇面前,科技投入将会大幅增加,科技需求也将急剧增长。我国必须依靠科技创新迅速提高国际竞争力,积极参与国际竞争。为此,科技部提出积极实施人才、专利和技术标准三大战略。
At the beginning of this year, the Ministry of Science and Technology put forward the implementation of the three strategies of talents, patents and technical standards in response to the challenges posed by China's accession to the WTO. At present, all measures that are conducive to the innovation of talent, the creation of patents and the formulation of technical standards have been promulgated and have achieved initial success. In the face of rare historic opportunities, there will be a substantial increase in investment in science and technology and a sharp increase in demand for science and technology. Our country must rely on technological innovation to rapidly enhance its international competitiveness and actively participate in international competition. Therefore, the Ministry of Science and Technology proposed three major strategies of actively implementing talents, patents and technical standards.
