为了扭转经济发展、生态恶化的被动局面,义马市委市政府从贯彻落实科学发展观,促进经济、社会、环境协调发展的高度出发,于2003年出台了《关于加强生态环境建设、防治水土流失的意见》,据此开展了“一企一策治理一山一沟”活动,调动了以义煤集团为主的15家国营、民营企业,参与治理水土流失、改善生态环境,并取得了显著的成效,初步构成了“绿色义马、生态义马”的轮廓,为创建国家“水保城市”奠定了基础,也为群众的生产生活、休闲娱乐创造了良好的环境条件。
