市域经济是着眼于全大市发展的经济系统,其突出特点在于拥有比村域经济、镇域经济和县域经济更大的统筹实力和更强的联动能力。这种统筹实力和联动能力,是推进城乡经济社会发展的强大动力,也是我们提高社会保障体系的统筹层次、缩小城乡社会保障水平、促进社会保障机制创新的驱动器。发展市域经济有利于提高社会保障统筹层次。社会保障体系的突出特征就是分散风险、互助互济,而其实现的基本途径就是提高社会保障资金的统筹层次和覆盖范围。
The municipal economy is an economic system focusing on the development of the whole city. Its salient features lie in its greater overall coordination ability and stronger linkage capability than the village economy, town economy and county economy. This kind of overall strength and linkage capability is a powerful driving force for promoting economic and social development in urban and rural areas. It is also a drive for us to raise the overall coordination level of the social security system, narrow the social security level in urban and rural areas, and promote innovation in social security mechanisms. Developing the economy in the urban area is conducive to raising the overall level of social security. The salient feature of the social security system is to diversify risks and help each other, and the basic approach to its realization is to raise the overall level and coverage of social security funds.
