针对桓仁水库后汛二期存在弃水量大、洪水资源利用率不足、电厂效益低的问题,根据洪水预报信息、洪水预报精度及误差分布,拟定了以“预报累积净雨量”和“库水位”为判别指标的桓仁水库后汛二期洪水调度规则。利用该规则调节5~30年一遇的设计洪水及20场实测洪水,结果表明在不增加原设计防洪风险的情况下,与原设计调洪规则相比,洪水资源和水能资源利用率均得到提高。
