以虚拟租金体现的住房资产价格与市场化承租租金体现的住房物业价值的背离,反映了我国住房市场价格脱离居民家庭住房消费支付能力。本文提出以按年征收土地出让金方式,统一公共租赁房用地性质,赋予公共租赁房完全产权,使其资产价格与居民家庭住房消费支出成本制约的市场化租金水平相联系,引导我国投资性住房市场向消费性住房市场合理回归。
