姚明德,辽宁人,生于1943年1月。1967年毕业于大连理工大学水利工程系。1974～1985年先后任交通部第一航务工程局政治部秘书、党委办公室副主任、党委副书记、书记;1985年任交通部政治部副主任,1989年任交通部人事劳动司司长,1994年任交通部办公厅主任,2003年任中国道路运输协会会长。
Yao Mingde, Liaoning, born in January 1943. In 1967 graduated from Dalian University of Technology Department of Hydraulic Engineering. From 1974 to 1985, he served successively as Secretary of the Political Department of the First Flight Engineering Bureau of the Ministry of Communications, Deputy Director of Party Committee Office, Deputy Secretary of Party Committee and Secretary of the CPC Committee of CPC; 1985, Deputy Director of the Political Department of the Ministry of Communications; Director of the Personnel and Labor Department of the Ministry of Communications in 1989; He served as director of the General Office of the Ministry of Communications in 2003 and served as president of China Road Transport Association.
