There are about 52 million inhabitants in Ukraine. As of the end of 1992, there were 7 million telephone subscribers in Ukraine’s telephone network with a telephone penetration rate of 13.5%. Since the independence of Ukraine, the demand for telephone has increased rapidly. By the beginning of 1993, there were 3.6 million pending users. To meet the needs of users for communications, the Ukrainian telecommunications authorities decided to quickly build a mobile communications network and a modern overlay long-distance communications network.
