江泽民总书记不只一次指出,对形势进行科学的分析和判断,既是我们确定目标任务和制定方针政策的依据,也是统一思想和行动的前提。最近,在中央党校省部级干部进修班毕业典礼上又指出:“把我们的事业全面推向二十一世纪,就是要在世纪之交的历史时刻,抓住机遇而不可丧失机遇,开拓进取不可因循守旧,经济体制改革要有新突破,政治体制改革要继续推进,精神文明要切实加强,这三个方面围绕现代化经济建设这个中心,相互配合,相互促进。”这既是根据国际、国内形势的发展,对过去经验的总结,也是我们今后的努力方向。下面,我想主要讲讲我省的经济形势,目的在于准确把握省情,进一步增强实现“两个根本性转变”,实施“三大战略”的紧迫感,为建设新辽宁,迎接新世纪而努力奋斗。
