最高人民法院、最高人民检察院、公安部、司法部《关于全面推进社区矫正工作的意见》指出要“发展社会工作者和社会志愿者队伍,组织和引导企事业单位、社会团体、社会工作者和志愿者参与社区矫正工作。”但实践表明,未成年人社区矫正帮教有待完善。只有吸收社会志愿者充任未成年人社区矫正工作的支持力量,才能真正实现对未成年人矫正对象帮教改造的初衷。
