In July 2001, the Ministry of Education promulgated the “Outline for Basic Education Curriculum Reform (Trial)”. The promulgation and implementation of the “Outline” (hereinafter referred to as the “Outline”) and the “Outline” will surely have an important and far-reaching impact on the reform and development of China’s basic education and on the overall promotion of quality education.
