The Twelfth Five-Year Plan will ensure affordable housing construction as one of the key national livelihood projects. The state plans to build 36 million housing units for new affordable housing and shantytowets to solve the housing problems for low-income population. However, the large-scale construction of affordable housing has brought about a huge funding gap. It is estimated that during the “12th Five-Year Plan”, the total planned investment in China’s affordable housing construction projects will be 1.3 trillion yuan to 1.4 trillion yuan, of which 500 billion yuan will be raised by governments at all levels.
