1992年1月29日,布什总统向国会提出的1993年度联邦预算草案中,强调其政策目标以救治经济为优先,税制改革为手段。寄希望于“减税”措施,以减轻纳税人负担,增加消费购买力,刺激经济发展,创造更多的就业机会,解决目前所面临的严重失业问题。美国经济衰退连续长达二十个月之久,失业率继续上升,引起社会普遍关注,布什总统对此问题深感头痛。尤其是今年为美国四年一次的大选年,经济问题成为目前美国公众的热门话题。
On January 29, 1992, in his 1993 federal budget draft put forward by the President to the National Assembly, President Bush stressed that its policy objectives should give priority to saving the economy and reforming the tax system. We hope that the “tax cuts” will be implemented to ease the burden on taxpayers, increase the purchasing power of consumption, stimulate economic development, create more job opportunities and solve the serious unemployment problem we now face. The recession in the United States has lasted for twenty months and the jobless rate has continued to rise, arousing widespread public concern. President Bush is deeply troubled by this issue. In particular, this year marks the fourth year of the U.S. general election. The economic issue has become a hot topic for the U.S. public at large.
