“策划”是伴随都市报崛起的一个关键词。记得当年,报社衡量一个记者的能力重点是看他会不会策划;新闻部门聘任主任、副主任,首先要看策划能力。甚至可以说,是“策划”成就了中国都市报的辉煌。许多报纸还成立了专门的策划部门,可见“策划”在办报中的地位。从1995年至今,随着中国都市类报纸的陆续诞生与成熟,策划也随着报人的成长与市场的变化逐步发生改变。一
