近日,笔者从在孝感市孝南区教育局召开的全区教育工作会议上了解到:孝南区7月份正式启动全区中小学教师全员养老保险工作。近两年来,孝南区按照“财政统筹、区级负担、专户统管、银行直发”的工作思路,基本上建立了区乡中小学教师工资发放的管理体制和运行机制。但是,由于教师队伍的不断扩大和老龄化趋势的日益增强,现行的教师工资保障方式还比较脆
