2006年以来,拉美一些国家对国家资源实行国有化政策的一系列举措。对国际能源市场、特别是石油市场产生了不小的影响,引起了国际社会广泛的关注。其能源政策的走向和落实对拉美地区油气资源供应前景将产生深远影响,也将影响到我国在其石油投资领域的发展。本文分析了拉美地区能源国有化背景,介绍了委内瑞拉资源开发现状、能源政策以及中国石油石化企业在委的发展现状,分析了委内瑞拉的能源政策及其对我国在委石油投资的影响。
Since 2006, a series of measures taken by some Latin American countries to nationalize their national resources have taken place. Have exerted a tremendous influence on the international energy market, especially the oil market, and have drawn wide attention from the international community. The direction and implementation of its energy policy will have a far-reaching impact on the oil and gas supply prospects in Latin America and will also affect China’s development in the oil investment field. This article analyzes the background of nationalization of energy in Latin America, introduces the current situation of resource development in Venezuela, the energy policy and the current development status of Venezuela’s petrochemical enterprises, analyzes the Venezuelan energy policy and its impact on China’s Venezuela oil investment.
