学前教育工作的难点在农村,政府主导作用发挥不明显、规划布局滞后、管理体制不顺,是当前农村学前教育发展中存在的主要问题。发展农村学前教育,必须以落实政府责任为前提和保证,加大财政投入,多形式扩大农村学前教育资源,提升农村学前教育的办园水平和教育质量。这几年,作为经济欠发达地区的张家口市,立足本地实际,超前谋划布局,采取有力措施,探索出一条立足农村、适于农村、服务农村的学前教育之路,值得各地借鉴。
