“文件”一词,在机关及秘书工作部门,一般指比较正规的、印有红色文头的公文。在我们档案界,往往泛指公务活动中形成的一工文字性资料。在古代汉语中并无这个词,包含这个词的意思的词是“文书”等。“文件”一词的使用,始于近代,其含义,多指涉外事务的公文而言。但“文件”一词始见于哪个皇帝时期、甚至哪一年,迄今未见有人明确指出,笔者见到光绪年间及其后,已较多用于公文。
The term “document”, in the organs and secretarial functions, generally refers to the more formal, official document printed in red. In our archives sector, we often refer to a type of written information formed in official activities. There is no such word in ancient Chinese, and the word containing the meaning of this word is “clerical.” The use of the term “document” began in modern times with the meaning of the document referring mostly to foreign affairs. However, when the word “document” began to appear in which emperors, even in that year, no one has so far clearly pointed out that the author has seen more use of official documents during and after the Guangxu period.
