通过改革使企业“自主经营、自负盈亏”已成定论,那么具体应该由企业中的“谁”来自主经营、自负盈亏? 我们从改革之初即提出要把由国家经营、国家统负盈亏制度改为由企业自主经营、自负盈亏的制度,为此提出了政企职责分开、两权分离等。但这还没有深入到企业更深层次和触及神经中枢,即我们还没有解决在企业内部究竟应当由谁来具体承担“自主经营、自负盈亏”责任这个问题。企业是由不同的人组成的,让企业“自主经营、自负盈亏”还必须进一步具体落实到企业内部一定的人身上,并形成一套相应的制度。
