This paper analyzes the change rates of precipitation and runoff average in three different periods around the province before and after the Tonghai earthquake (the first period 1965, the second period 1966-1969, the third period 1970-1979) Its correspondence, but also analyzed the water balance of Fuxian Lake, which is very sensitive to the Tonghai earthquake. It is therefore believed that the significant increase in groundwater runoff since 1966 in the area of about 50,000 square kilometers around the epicenter was the major precursor reaction of the Tonghai earthquake in the hydrological process in early 1970s. The underground runoff of more than 30,000 square kilometers has been larger than the average of 1965 before, which is the post-earthquake reaction caused by the incomplete “healing” of the crust “crust”.
