科学发展观的精神实质应该是多维的。从我党执政的角度来看,它强调以人民为本,表现出强烈的人民性。具体来说,一是发展目的应该体现人民性。即要坚持发展为了人民的指导思想;树立正确的政绩观;让人民群众成为发展的评判主体。二是发展应该体现对公平正义的价值追求。应该保证社会各阶层能够自由流动;确立合理的分配制度;注重保障弱势群体的权利和权益。三是发展的质量和速度应该依赖于执政能力的提高,做到科学执政、民主执政、依法执政。
The spiritual essence of the scientific concept of development should be multi-dimensional. From the point of view of our party in power, it emphasizes the people-centeredness and shows a strong sense of the people. Specifically, one should aim at the development of people’s character. That is, we must insist on developing the guiding ideology for the people, establish a correct view of achievements, and let the people become the main body of development. Second, development should reflect the value pursuit of fairness and justice. Should ensure that all sectors of society to be able to flow freely; to establish a reasonable distribution system; focus on ensuring the rights and interests of vulnerable groups. Third, the quality and speed of development should depend on the improvement of the ability to govern, so that it can make scientific and democratic governance and govern by law.
