随着近年我国利用世行贷款规模的稳定发展和债务管理的不断深化,各级财政部门直接负责贷款资金支付即专用帐户管理的项目在不断增加。但由于受到机构设置和行政事业经费等方面的限制,各级财政部门在管理专用帐户方面面临一系列亟待解决的问题,特别是支付人员不足,培训力度不够等。这些问题如不及时解决,将严重影响世行有关项目支付进度和质量,以及各级财政部门专用帐户管理工作的水平和形象。为进一步提高专用帐户管理水平,保证专用帐户支付工作适应形势的需要和世行的要求,根据《国务院关于加强预算外资金管理的决定》(国发[1996]29号)精神,现决定将各级财政部门直接管理的专用
