第一章 总则 第一条 为了保护和改善地质环境,防治地质灾害,保护人民生命财产安全,根据有关法律、行政法规。结合本省实际,制定本条例。 第二条 在本省行政区域内从事与地质环境有关的活动,必须遵守本条例。 地震灾害的防御与减轻不适用本条例。 第三条 本条例所称地质环境,是指影响人类生存、发展的地壳表层的岩石、土壤、地下水等地质体及其活动的总体。
Chapter I General Provisions Article 1 In order to protect and improve the geological environment, prevent and treat geological disasters, and protect the safety of people’s lives and property, it is in accordance with relevant laws and administrative regulations. This Regulation is formulated in light of the actual situation in the province. Article 2 Engaging in activities related to the geological environment within the administrative area of this province must comply with these Regulations. The provisions of these Regulations do not apply to the prevention and mitigation of earthquake disasters. Article 3 The term “geological environment” as mentioned in the present Regulations refers to the total body of geological bodies such as rock, soil, groundwater and other activities that affect the existence and development of human crust.
