财务管理混乱是农村工作的难点问题之一,也是激化干群矛盾和影响农村社会稳定的重要因素。近年来,河南省商水县黄寨镇坚持把制度建设作为治理农村财务混乱、减轻农民负担、密切党群、干群关系的一项重要措施,切实抓紧、抓好、抓实,并逐步走向经常化、制度化、规范化的轨道,彻底改变了过去农村财务管理混乱的状况,进一步密切了党群、干群关系,促进了农村经济的发展和社会的稳定,为农村财务规范化管理探索了一条新路子。
