水资源补偿要以“可持续发展”为指导思想,这已被广泛理解和接受。本文概述了中国水资源补偿研究的总体状况,并对研究成果进行了系统的归纳总结,包括水资源补偿的目的、意义、理论依据,以及关于水资源补偿机制的主要问题:一是水资源的所有权和使用权界定问题;二是补偿准则转变问题;三是指标体系问题;四是水资源配置的市场调节与政府管理的结合问题。最后指出,今后的研究应当着力于上述问题的解决,从水资源功能入手研究水资源补偿机制。
It is widely understood and accepted that water resources compensation should take “sustainable development” as its guiding ideology. This paper summarizes the overall situation of China’s water resources compensation research, and systematically summarizes the research results, including the purpose, significance, theoretical basis of water resources compensation and the main issues concerning water resources compensation mechanism: First, water resources The definition of ownership and use rights; the second is the issue of compensation guidelines; the third is the index system; the fourth is the combination of market regulation and government management of water resources allocation. Finally, it is pointed out that the future research should focus on the solution of the above problems and start to study the mechanism of water resources compensation from the function of water resources.
