北京农业保险本着“政府推动、政策支持、市场运作、农民参与”的方式实施运作以来,为保障首都都市型农业健康发展、北京新农村建设发挥了积极作用。研究该比较成功的模式能付在更广范围内得以应用,该模式的经营成效对再保险有何影响对于促进农业保险持续性发展具有重要意义。本文将北京农业再保险与国内其他省市的农业保险制度在政府作用、经营环境、风险责任等方面进行了分析,同时结合北京农业保险经营成效分析了对再保险的影响。
Beijing Agricultural Insurance has played a positive role in building a new socialist countryside in Beijing since it was put into operation in a way that is supported by “government promotion, policy support, market operation and farmers’ participation.” In order to ensure the healthy development of metropolitan agriculture in the capital, Beijing’s agricultural insurance has played a positive role. The study of this more successful model can be applied in a wider range. The impact of the operational effectiveness of this model on reinsurance is of great significance to promote the sustainable development of agricultural insurance. This paper analyzes Beijing Agricultural Reinsurance and other agricultural insurance systems in other provinces and cities in terms of government role, business environment, risk responsibility and other aspects. At the same time it analyzes the impact of Beijing’s agricultural insurance business on reinsurance.
