河北省高邑县地处冀中平原,是一个只有107个自然村,17万人口,25.3万亩耕地的小县。在深化改革的过程中,高邑县人大常委会抓住农民关注的农村财务混乱问题,认真总结群众在实践中创造的新经验,从1989年开始,在全县推行了“民主管理、村有乡存、经济审计”三位一体的农村财务管理制度,使农村财务管理走上了民主化、制度化、规范化的轨道,有力地推进了基层民主政治建设、密切了干群关系,消除了农村诸多矛盾,出现了农民放心、干部顺心、齐心协力奔小康的生动局面,促进了农村稳定和经济的发展。
