农村剩余劳动力的大量存在,制约农民收入的持续增长,阻碍农业现代化的顺利实现,解决这一问题的根本出路在于农民非农化,而农民市民化是农民非农化的一条实现途径。文章从农民素质、思想观念、制度等方面剖析农民市民化道路上遇到的主要制约因素,并提出一些相应对策,以加速农民市民化进程。
The existence of a large surplus of rural labor, restricting the continued growth of peasants’ income and impeding the smooth realization of agricultural modernization. The fundamental solution to this problem lies in the peasants’ non-agriculturalization, and the peasant’s citizenization is one way to realize the peasants’ non-agriculturalization. The paper analyzes the main restricting factors encountered by peasants on the road of peasants from the aspects of peasants ’quality, ideas and systems, and puts forward some countermeasures to speed up peasants’ citizenization process.
