沈空某仓库位于东北大陆腹地,库区面积2.2万余亩,其中林木覆盖率达到了85%以上,茂密的森林为仓库提供了天然的伪装。但由于长期以来部队的林木管护工作一直没有固定的经费来源,仓库林木管护设施匮乏,管护手段落后,这一方面造成林木生长不良,另一方面也给仓库带来了很大的防火压力。从入秋到初春,整个库区植被干燥,一旦发生火灾,将直接威胁仓库储存的大量航空弹药,后果不堪设想。
