日前党中央出台的1号文件《关于推进社会主义新农村建设的若干意见》,把消防安全工作纳入建设社会主义新农村总要求,提出要加强农村消防工作,从战略和全局的高度,要求提升农村公共消防安全水平,为建设社会主义新农村提供良好的消防安全环境。近年来,各级公安消防部门在公安部党委和各级公安机关的统一部署和领导下,紧紧围绕维护好重要战略机遇期社会稳定的总要求,在加强农村消防安全方面做了大量卓有成效的工作,特别是经济较发达的乡镇,在消防基础设施建设、多种形式消防力量建设、消防监督管理、消防宣传教育等方面取得了显著成绩。但是我国农村消防工作发展不平衡,总体上还很薄弱,农村缺乏消防规划、消防基础设施、消防组织和火灾扑救力量以及农民的消防法制、消防安全意识淡薄等问题仍比较突出。农村火灾仍呈多发趋势,有的地方还发生了重特大火灾,给当地农村经济发展和农民生产生活造成了很大的影响。据统计,近年来全国农村平均每年发生火灾6.7万起,死亡1500余人,
