从制度经济学的角度分析组织腐败问题，可以看出信息不对称、团队卸责和分权悖论是组织腐败形成的内生因素，而政治体制与政治文化的缺陷、委托一代理理论揭示的监督机制失灵和社会转型期规则变迁的特殊性则为组织腐败的产生提供了外部社会条件。克服组织腐败必须从组织设计和制度安排上着手。
