工会经费不足或紧张的问题,在全国范围内,特别是在基层工会中普遍存在。究其原因,既有单位拨付不足或不按时拨付的原因,也有会费征收方面的问题等等。笔者认为,其中,工会组织及单位职工对工会定位的偏差是造成工会经费紧张的一个重要原因。
The problem of insufficient or tight trade union funds is widespread across the country, especially at grassroots unions. The reason for this is that both the reasons for the inadequate or non-timely disbursement by the units and the problems concerning the collection of membership dues and so on. The author believes that among them, the deviation of trade unions’ positioning by trade unions and their staff members is one of the important reasons for the tight funding of trade unions.
