“伦侯”之爵称,始见于《史记》所载始皇二十八年琅琊刻石题名中,而其他所有记载二十等爵制的文献中均不见“伦侯”这一爵名。古今史家对“伦侯”之爵级及其有无封邑等一些列问题,莫衷一是。根据对“伦侯”与关内侯的比较及二十等爵制的发展,可认为秦二十等爵制中有侯爵三等,“伦侯”位处列侯之下、关内侯之上,爵列第十九级,有封邑。而二十等爵制本身的发展就是摒弃公士以下之三等爵,增加大良造以上之三等爵。
