On December 16, 1996, Premier Li Peng of the State Council signed Order No. 207 of the State Council and appointed Tung Chee Hwa as the first Chief Executive of the Hong Kong Special Administrative Region of the People’s Republic of China. He will take office on July 1, 1997.
