Xu Mengxia, a famous digital video expert in China and a professor of electronics at Peking University, has been urging the country to develop standard definition digital television (SDTV), and has spared no effort in calling for such efforts. This reflects the pursuit of a cause and conviction by an intellectual. Recently, Professor Xu published an article entitled “Coding Bit Rate of Video and Reconstructing Clarity of Image Display” in the fourth issue of “Television Technology” this year.
