广播电视是“过程的集合作”。在人类传播史的全过程中，它只是其中的一个新过程。在其自身依次更替的由低向高的发展进程中，它包含着超越自身的无穷转化能力。广播电视正处于飞速发展的过程中，呈现出技术数字化、功能多样化、频道专业化、覆盖环球化这几个主要发展趋势。广播电视的生命在于变革，在于不断发展与创新，其旧过程让位于由其内部逐渐发展并形成的新过程的运动，意味着广播电视向更高发展阶段的升华。坚持积极、有序、务实的发展，是我国广播电视事业健康发展的重要前提。
