四川电大根据中央电大把试点工作作为“人才培养模式改革和开放教育”的科研课题,而不仅仅是一种新的办学形式的精神,按照科学研究的规律,确定把课题研究作为整个试点工作的重要组成部分,认真组织,科学规划,狠抓落实。首先在中央电大课题指南的基础上下发了更为具体的切合四川试点工作的课题指南;其次,在中央电大课题指南中选择了适合四川试点工作的两大课题《现代远程开放教育教学管理模式与学习支持服务系统的研究》和《现代信息技术和教育技术应用的人员培训》,此外,针对试点项目重在探索人才培养的新模式、四川电大还专门成立了《现代远程开放教育人才培养模式
