一、建立、发展与完善档案中介机构的必要性 笔者曾走访了许多政府机关与企业,发觉社会整体档案意识薄弱。许多政府机关尽管早已购买了电脑等现代化工具,但仍停留在手工管理档案阶段,原因是将文件档案有关信息输入到电脑,工作量巨大,而政府部门编制又有限,甚至面临着“精简”的压力。尽管有关档案机构迫切希望将档案的管理提高到一个新的层次,然而考虑到人手、保密等原因,对档案的计算机管理往往一拖再拖。因为数据库建不起来,档案管理现代化便是空谈。有
