事实证明,对人的管控之所以比对物的管理难得多,是因为人的思想变化难掌握、行为活动难控制、权力使用难监督、社会交往难摸清、管理制度难落实。因此,加强领导干部权力道德建设,必须坚持以科学发展观为指导,坚持思想政治建设上的高起点和权力道德上的严要求,把握好自我发展的关键环节。即树立正确的政绩观,增强自身的领导素养,培养良好的道德情感。
Facts have proved that the reason why people control is much more difficult than the management of counterparts because people’s ideological changes are difficult to grasp, behavioral control is difficult to control, the use of power is difficult to supervise, difficult to find social contacts, the management system is difficult to implement. Therefore, to strengthen the moral construction of leading cadres’ rights, we must uphold the guidance of the scientific concept of development, uphold the high starting point in ideological and political construction and the morally demanding moral and power requirements, and grasp the key links in our self-development. That is to establish a correct view of political achievements, enhance their leadership qualities and cultivate good moral feelings.
