《国家公务员暂行条例》于1993年8月颁布后,经过试点探索,已在全国普遍推行。为了保证这一重大改革的顺利实施,笔者认为,应该注意以下四个方面的问题: 一、注意操作方法,实行“三个结合”。一是与机构改革相结合。国家公务员制度包含许多具体内容。有的内容自《国家公务员暂行条例》生效之日起就可以实施;有的则待创造条件,经过探索之后才能进行;也有很多内容是以机构改革为前提条件的,如职位分类、职位设
