Since the Third Plenary Session of the Eleventh Central Committee of the Communist Party of China, great changes have taken place in China’s ownership structure and some breakthroughs have been made. On the one hand, within the ownership enterprise of the whole people, ownership and management rights are separated. Enterprises have occupation rights, control rights, and management rights over production materials. On the other hand, they break through two fixed models of public ownership, and enterprises are transformed from a single public-owned economy. A new type of diversified joint ownership economy that intersects and infiltrates multiple forms of ownership. As a result of this change, enterprises have created vitality and promoted economic reform and development of the entire society.
